What comes up most in Essex

Managed estates and estate charges. Much of the newer housing around Chelmsford, Colchester and Basildon sits on estates where the roads, drainage and open space have never been adopted. Homeowners pay an estate charge, and at present most freehold homeowners cannot take that charge to the tribunal. The Leasehold and Freehold Reform Act 2024 would give them that right, but those provisions are not yet in force. Good estate management means a budget that reflects what the estate actually costs and a clear answer on what is due for adoption and when.

Flats over shops. Town centres across Essex have a large stock of flats above commercial units. Since 3 March 2025 a building can qualify for Right to Manage if no more than 50 per cent of its internal floor area is non-residential, up from 25 per cent, so many mixed-use buildings that failed the old test may now qualify.

Converted and mid-rise blocks. Commuter towns on the Great Eastern and c2c lines have former offices converted to flats and mid-rise blocks in the 11 to 18 metre range, where external wall assessments and insurance questions concentrate.
